Brazil needs R$ 4.7 billion to prevent blackout during the World Cup

The Brazilian electrical sector will require additional investments amounting to R$ 4.7 billion in order to prevent the occurrence of blackouts during the World Cup. The diagnostic has been provided after study coordinated by the Ministry of Mines and Energy, attended by the National Operator of the Electrical System (ONS), Empresa de Pesquisa Energética (EPE), Aneel, state secretariats, generation and transmission distributors and companies.

According to "Valor Econômico" newspaper, most of the amount --near R$ 3.4 billion—should come from the distributors, which must incorporate stricter criteria and procedures up to the event. The financing will be granted by the Brazilian Development Bank (BNDES) and Inter-American Development Bank (IDB).

Deficit
Manaus, for example, has a risk of 650-megawatt (MW) deficit in the power supply during the World Cup. The transmission line that connects the city to Tucuruí hydroelectric power plant has already suffered delays. If not completed, the city will require additional thermal generation.

In Rio, Light, the concessionaire in charge of supplying power in the city, intends to replace all the distribution equipment units that have "high use time". In addition, it must anticipate in three years the construction of a new substation in the west region of the city.

Belo Horizonte, Brasília, Cuiabá and São Paulo must also present solutions to prevent blackouts, with the deployment of "electrical rings". They are aimed at interconnecting the major lines and substations, thus creating alternative feed routes in the grid.

During the World Cup, FIFA demands that the stadiums are powered by at least two different sources. According to EPE (Empresa de Pesquisa Energética), the stadiums and press centers will be also serviced by their own and special generators.
