Even after the Ceará State Government announced the result of the tender process for the Castelão, last Tuesday (27 July), the refurbishment of the stadium for the 2014 World Cup could still be far from taking off. Two lawsuits are currently being analyzed by the Courts of Justice of the State of Ceará (TJ-CE) and could annul the victory obtained by the consortium made up of the companies Marquise, EIT and CVS in the aforesaid tender process.
This group obtained maximum points in the technical classification made by the state tender committee, but a news report published in the issue of Veja magazine dated 30 June says that the consortium produced some false certificates (please read more).
The TJ-CE is currently analyzing a lawsuit taken out by the Novo Castelão consortium (headed by Carioca Engenharia) that is demanding a recount of the points awarded to Marquise. The process has now been suspended temporarily, as the High Court Judge Luiz Gerardo de Pontes Brígido has asked to examine the documents (please read more).
The second lawsuit, also lodged by Novo Castelão, seeks the disqualification of the Arena Multiuso consortium from the tender process, under allegations of faults in the documents presented to the tender commission.
Technical Mark and Price
The choice of the winning consortium for the Public-Private Partnership for the Castelão is based on a ratio between the highest technical mark and the lowest state counterpayment for the development. The companies shall be responsible for the refurbishment, expansion, adaptation and maintenance of the stadium during a period of eight years. The refurbishment of the stadium and construction of car parks, alone, have been budgeted at R$ 452 million (€ 200.01 million).
The impasse in the State of Ceará has caused a delay of four months compared to the time frame as established by FIFA for commencement of the work. Now, according to the schedule of the Ceará State Government, the refurbishment shall start with the outside part, making it possible to hold matches of the Ceará State League and the Brazilian National Leagues up to the end of this year. In 2011, the stadium shall be closed for the refurbishment work, which should be completed by December 2012.
