Get to know the mobility projects for the host cities

The 2014 Portal found 47 public transport projects that could change the look of 12 capital cities

Last Wednesday (13/1), the Federal Government and the Mayors and Governors of the 12 host cities of the 2014 World Cup defined which public transport projects were priorities for the hosting of the World Cup. At a ceremony held in Brasília, the Growth Acceleration Plan (PAC) for Mobility was signed, this being a programme that shall invest R$ 11.48 billion (€ 4.69 billion) in 47 different projects to speed up the circulation of vehicles and pedestrians in the capital cities. Out of this total investment, R$ 7.658 billion (€ 3.13 billion) shall be invested by the Federal Government with funds obtained from the Employees’ Redundancy Payment Plan (Fundo de Garantia do Tempo de Serviço - FGTS).

The projects of the PAC of Mobility were approved by the Federal Government after negotiations with the host cities of the World Cup. According to the Minister for Cities, Márcio Fortes, the Government has given priority to public transport works that can be completed before the World Cup and that which have either finalizsed projects or environmental licensces already granted.

This means that the UndergroundSubway systems of Belo Horizonte, Curitiba, Porto Alegre and Salvador shall not receive funds. The projects which have been approved include the Light Rail Projects in Brasília and Fortaleza, the monorails in São Paulo and Manaus, twenty systems of bus rapid transit (BRT) and ten express bus corridors. The capital cities have until the end of the year to send the projects to the Ministry, and then until December to get the work started.

The capital cities that have had the largest number of projects are Rio de Janeiro and São Paulo. The cariocas shall be receiving R$ 1.19 billion (€ 487 million) for a BRT line connecting the Tom Jobim International Airport to the neighbourhoodsneighborhoods of Penha and Barra da Tijuca. The capital of São Paulo shall receive R$ 1.08 billion (€ 442 million) for a monorail line to be constructed between Congonhas Airport and Morumbi Stadium.

Next come Belo Horizonte and Manaus. The mineiros may finance up to R$ 1.02 billion (€ 417 million) for the construction of six BRTs, among other work. The host city in Amazonas can obtain R$ 800 million (€ 327 million), of which 75% shall finance the North-Centere monorail, budgeted at R$ 1.3 billion (€ 532 million).

The nominal interest rate for loan operations is 6% per annum, with an amortizsation period of 20 years. For the rail transport systems, the rate is slightly less, 5.5% per annum, while the payment period is longer at 30 years. The financing shall have a Grace period of four years.

Belo Horizonte
The capital of Minas Gerais shall receive R$ 1.02 billion (€ 417 million) for the PAC of mobility. There shall be the construction of six lines of BRT, budgeted at R$ 1.27 billion (€ 519 million), of which R$ 843.3 million (€ 345 million) shall be financed by FGTS funds. A further R$ 240 million (€ 98.2 million) shall be set aside for work on the road system and also for the expansion of the traffic control centere.

Some projects considered as priorities by the Belo Horizonte city hallmunicipality have not been served, including the expansion of the UndergroundSubway and the revitalisationrevitalization of the Ring Road.

Brasília
Given total funding of R$ 361 million (€ 147.7 million), the Federal Capital has had the lowest global value among the cities to host the World Cup. The light rail system that shall connect Brasília International Airport (BSB) to the South Wing terminal shall receive funding of R$ 263 million (€ 107.6 million), while a further R$ 98 million (€ 40.1 million) shall be invested in road expansion work on the Airport Park Road (DF-047) and also the Special Artwork (OAE) to make access to the airport easier.

Cuiabá
Cuiabá shall receive R$ 454.7 million (€ 186.0 million) for the construction of two BRT lines and also for the doubling of the Mário Andreazza Motorway, which provides access to the José Fragelli Stadium, better known as Verdão, to be used in the World Cup. The first BRT shall connect the airport at Várzea Grande to the city centreter, in an East-West direction.  

The second project shall also leave from the City Centreter, heading to the district of Coxipó. There shall also be the refurbishment of small points for public access, such ass terminals and pedestrian overpasses.

Curitiba
This city shall receive financing of R$ 440.6 million (€ 180.3 million), of which R$ 130.7 million (€ 53.5 million) shall be invested in the metropolitan corridor that shall connect the capital to other cities of the Greater Curitiba Metropolitan Area. The express corridor, that shall connect Afonso Pena Airport to the bus and train station (Rodoferroviária), shall receive R$ 104.8 million (€ 42.8 million). Another part of the funds shall be used for construction of a BRT line, terminals, monitoring systems and road works.

Fortaleza
The capital of the State of Ceará shall have total financing of R$ 414.4 million (€ 169.6 million). The Light Rail system between Parangaba and Mucuripe shall receive some R$ 170 million (€ 69.6 million), which is 64% of the total project which has been budgeted at R$ 265.5 million (€ 108.6 million). The BRTs to be built on Dedé Brasil, Raul Barbosa, Alberto Craveiro and Paulino Rocha Avenues shall receive financing of R$ 113.5 million (€ 46.4 million). The project also includes the construction of the North-South Expressway at a cost of R$ 97.7 million (€ 40.0 million) and Underground Subway Stations at Padre Cícero and Montese at R$ 33.2 million (€ 13.6 million).

Manaus
The city of Manaus shall be receiving R$ 800 million (€ 327.4 million) from the PAC of Mobility. The implementation of the monorail which shall connect the North Zone to the centreter of Manaus shall take up R$ 600 million (€ 245.6 million), which works out at 46% of the total project. The rest shall be invested in the construction of a BRT connecting the City Centreter to the East Zone.

Natal
The capital of Rio Grande do Norte shall receive a total financing of R$ 386 million (€ 158.0 million) for 16 projects. The new infrastructure interventions shall connect the new airport to the hotel sector and also the Dunes Arena (Arena das Dunas) which shall host the World Cup games. Funds shall also be invested in the doubling of the Mor Gouveia avenue, in the connection of the Coastal Way with Engenheiro Roberto Freire Avenue, and also in the construction of viaducts, among other complexes for road transport. The extension of Prudente de Moraes Avenue shall also receive an investment of R$ 10.58 million (€ 4.33 million).

Porto Alegre
The capital of Rio Grande do Sul shall receive an influx of financing totalling R$ 368.6 million (€ 150.8 million). For the construction of three exclusive bus corridors, a total of R$ 273.9 million (€ 112.1 million) shall be invested, covering 93% of the work. In addition, there shall be two BRT lines, at a cost of R$ 81 million (€ 33.1 million) which shall be fully covered by the PAC of mobility. The remaining R$ 13.7 million (€ 5.6 million) shall be used for traffic monitoring systems.

The expansion of the UndergroundSubway, the new bridge over the Guaíba River and the Automated People Mover (APM), work planned by the City Hall, have not been included in the investment package

Recife
The capital of Pernambuco shall receive a total investment of R$ 648 million (€ 265.2 million) for five transport interventions. Two of these shall be express corridors, Caxangá and Via Mangue, which shall receive R$ 402 million (€ 164.5 million) in financing, while the North - South and East - West BRT corridors shall have credits of R$ 231 million (€ 94.5 million). A further R$ 15 million (€ 6.1 million) shall be invested in the Cosme Damião terminal.

Rio de Janeiro
The PAC of Mobility has assigned R$ 1.19 billion (€ 486.9 million) to the capital of the State of Rio de Janeiro, which is the highest allocation of funds out of all World Cup venues. In Rio, there shall be the implementation of a BRT line, budgeted at R$ 1.6 billion (€ 654.7 million), connecting Penha and Barra da Tijuca, passing through the Tom Jobim International Airport.

Salvador
In the capital of Bahia, the agreement plans financing of R$ 541.8 million for the BRT that shall connect the International Airport of Salvador to the North Zone of the city.

São Paulo
The capital of the State of São Paulo shall receive a total investment of R$ 1.08 billion (€ 441.9 million) in the construction of the monorail and also the Perimetral Avenue. The global value of the interventions to be made is R$ 2.86 billion (€ 1.17 billion). The monorail shall connect UndergroundSubway and commuter train lines to Congonhas Airport and also to Morumbi Stadium, which shall receive World Cup games. The project also includes the construction of a car park and two retainment reservoirs (piscinões) and also the filling in of the Antonico Stream, near the stadium.
